The USNCC began in 2019 when the Secretary of the Navy announced plans to launch the “Education for Seapower” initiative aimed at strengthening educational services for enlisted personnel.

Currently, Navy, Marine Corps, and Coast Guard noncommissioned officers earn two independent certificates (in Naval Research and Nuclear Engineering) or 11 in Aviation, Cybersecurity, Logistics, Data Analytics, Leadership and Social Sciences, and Nuclear Engineering. The USNCC encourages commanders to nominate at least one promising E3 through E6 within their command for the Naval Research Certificate. Candidates will receive an invitation to apply for enrollment in the program and an enrollment status of “Command Approved.”
