The purpose of this plan is to develop a realistic and implementable plan to ensure improved learning outcomes for children and youth in the growing number of refugee and host communities across Uganda. This purpose is explained in the Introduction. The plan sets out how to deliver improved education services to an average of 567,500 learners per year over three and a half years. This will cost a total of approximately $389 million.
The plan begins with a situational analysis that shows the enormous and growing needs of refugee and host children across all levels of education. At current funding levels, the quality of education and school capacity are well below community aspirations.
In some communities, there are often more than 200 learners in each classroom. Under the leadership of the Ministry of Education and Sports, this plan will help shape the response to these needs.

This refugee crisis will continue for a long time. Sustainability is embedded in this plan, particularly through strengthening the capacity of governments to lead and manage the response at national and local levels.
