Rajesh Agrawal had an explosives permit for only 10 kg of gunpowder/explosives, but unconfirmed reports say that truckloads of gunpowder were unloaded at his factory. Low-intensity explosions occurred in 2017 and 2022, each time reportedly killing between 10 and 12 people. According to reports, the suspect obtained a total of four licenses, including two from the central government for manufacturing and two from the state government for storing firecrackers.
